In 1995, the University adopted the SLCT Ten Year Institutional Development Plan, the result of a series of cooperative efforts and group discussions among teachers, administrators and students. The opinions, beliefs and convictions of the alumni and the parents of students were also solicited. By virtue of the cooperative process through which the plan has undergone, it has been serving as an inspiration to the members of the USL community. In 1999, the Ten-year Development Plan was reviewed by the members of the Louisian community and this was revised to incorporate changes brought about by prevailing situations in the region and in the country. In 1999, the Bishop Constant Jurgens Technical building was renovated and expanded to a three-storey building housing the College Library. The years 1998 to 2000 saw the construction of a huge four-storey concrete building right at the center of the campus. This building named as Fr. Theophiel Verbist, the founder of CICM Congregation. This building has been then housing the Treasury and Accounting Department, the Office of the Registrar, the Office of the Chaplain, the canteen, a bookstore, printing shop and a function room on the ground and mezzanine floors. The higher floors have been supporting twenty lecture rooms and computer laboratories. The year 2000 saw likewise the acquisition of a 5.4 hectare lot in the hills of Pengue to become an extension site for the fast growing Louisian family. The school year 2000-2001 saw the construction of the main High School Building (Phase 3) which since then on has been housing the administrative offices for the High School Department and several classrooms. The three major buildings of the High School Department are linked together to form the so-called Jubilee 2000 High School Complex. The name was given in commemoration of the 2000th anniversary of Christ coming into the world. The summer of 2001 called for major movements in the facilities. The three higher floors of the Fr. Theophiel Verbist Building took a major renovation to accommodate the new, modern and fully air-conditioned Learning Resource Center (Library) of the College Departments including the Educational Media Center. That summer too saw the preparation of the Bishop Constant Jurgens Building to become later the Elementary School Building.
